Background: We are currently looking for a Health Senior Specialist to join our Division ascribed to the Social Sector (SCL). Guided by the division chief, you’ll contribute to the division operational and economic and sector work program in the LAC Region, particularly in subjects related to health system financing, organization and performance, health network strengthening (along the continuum of care from community level platforms and primary health care all the way to hospital services) and digital transformation of the health sector.
The team: Our division is responsible for the preparation and supervision of IDB operations in borrowing member countries in the areas of social protection (safety nets and transfers, early childhood development, modernization of social services, integration of social and health services), health (health capital investment strategies, health networks strengthening, health system financing, organization and performance, etc.) and nutrition.
What you’ll do:
· Lead or contribute in the origination, conceptualization and preparation of operations in the health area in coordination with other team members and respective authorities.
· Lead or assist, in collaboration with all relevant parties (executing agencies, fiduciary specialists, among others), the supervision of the execution and the monitoring and evaluation of operations for which the Bank has approved financing.
· Develop detailed plans to dedicatedly respond to complex execution issues in the execution of IDB financed operations.
· Lead or participate in the preparation, submission, processing and negotiation of operational and non-operational documents for approval by various levels of management and the Bank’s Board of Directors in accordance with established procedures.
· Develop and apply creative economic and/or sector analytic work to support the preparation of country, sector and regional strategies, loan operations and technical assistance programs in the health area, especially in the sphere of health system financing, organization and performance, health networks strengthening and digital transformation of the health sector.
· Share and disseminate economic/sector knowledge and learning experience to improve the relevance of the IDB to borrowing countries and the region.
· Engage in policy dialogue with Government authorities and development partners based on deep understanding of the sector, development challenges of client countries, and IDB policies, strategies and guidelines.
· Formulate and support implementation of integrated change proposals to contribute to sector modernization and transformation in borrowing countries.
· Build networks and coordinate activities with health specialists in other multilateral and bilateral institutions to promote coordination and cooperation initiatives.
Qualifications
Skills you’ll need:
· Education: Master’s degree (PhD preferred) in economics, public health, medicine, health care administration/management or other related disciplines.
· Experience: A minimum of 4 years (6 years preferred) of relevant and progressively substantive development policy and operational experience. Preference will be given to candidates with: (i) demonstrated expert leadership and proven experience in health system financing, organization and performance and health network strengthening; (ii) a firm understanding of policies and implementation strategies required to drive progress towards the sustainable development goal 3, especially related to the maternal, neonatal and child health unfinished agenda and to the reduction of premature mortality from non-communicable diseases; (iii) extensive field experience in working with national government and other partners at national and sub-national level in health sector policy strategy formulation as well as experience in supporting implementation of programs in complex environments; and (iv) knowledge of digital health tools. A record of peer reviewed publications preferred.
· Languages: Proficiency in English and Spanish. Portuguese or French would be a plus.
