Why is Evidence-Based Policy Still So Elusive? The Case of U.S. Homelessness Policy

In many policy zones, the available evidence suggests that locally-tailored policy would outperform one-size-fits-all policy, yet it’s difficult for local policymakers to carry out the local tailoring that’s consistent with that evidence. We use the case of homelessness policy to illustrate how this problem can be overcome across a wide range of policy domains.
